About this opportunity
Harris County is requesting bids on screw fasteners and related items under an invitation to bid due August 24, 2026, with contract performance commencing approximately September 1, 2026.
The scope encompasses new, unused fastening products including bolts, screws, nuts, washers, anchors, clips, pins, fastening assemblies, and related accessories for delivery to multiple county departments throughout Harris County and Houston. All products must comply with federal, state, and local regulations, including OSHA, SAE, ASTM, and ISO standards, and must be free from defects, corrosion, and contamination. The vendor must maintain complete traceability documentation for all fasteners for a minimum of seven years following contract expiration. Delivery terms are free on board destination with inside delivery and freight prepaid, on an as-needed basis within two business days for routine requests and same-day or next-business-day response for emergency orders. Related items offered may constitute up to twenty percent of total annual purchases. Vendors must maintain sufficient inventory equivalent to the National Engineering Fasteners catalog and provide comprehensive one-year warranties covering defects in material and workmanship.
The contract term is one year with the potential for four additional one-year renewal options, subject to Commissioners Court approval and the same terms, conditions, and pricing. Pricing quoted on the bid table must be all-inclusive with no separate line-item charges. Price increases are prohibited for ninety days after contract commencement and cannot occur within ninety days of any previous increase; only industry-wide manufacturer price changes supported by documentation will be approved.
Harris County has established minority- and woman-owned business engagement goals and requires all vendors to complete Form 1295 (Certificate of Interested Parties) prior to bid submission. The county reserves the right to award to multiple vendors as primary or secondary and to terminate the contract at any time.
