About this opportunity
Harris County is issuing an Invitation for Bid for emergency generators and installation services with bids due September 14, 2026 and a voluntary pre-bid conference scheduled for August 25, 2026 at 10:00 a.m. CST via Microsoft Teams. The contract runs for one year beginning approximately October 1, 2026, with four optional one-year renewal periods subject to Commissioners Court approval.
Vendors must furnish, deliver, install, commission, and service turnkey emergency generator systems across multiple County facilities. Generators span 10 kW to 1 MW and above in diesel, natural gas, propane, and diesel-natural gas bi-fuel configurations. Scope includes site evaluations, safety planning, permitting, utility coordination, foundation design, electrical installation, fuel systems, exhaust systems, grounding and bonding, commissioning, testing, operator training, and documentation. All work must comply with the National Electrical Code, NFPA 37, NFPA 110, International Building Code, and OSHA standards. Work is limited to Monday through Friday, 7:00 a.m. to 5:00 p.m. CST unless written authorization is obtained.
Vendors must have a minimum of five years' experience as a general contractor and demonstrate successful completion of at least five turnkey emergency generator installation projects within the past five years. Performance and payment bonds are required for public works projects exceeding $25,000 and $100,000, respectively. All pricing must be all-inclusive of labor, materials, equipment, and incidental costs, with unit pricing governing in case of discrepancies. Prices remain firm for 90 days after contract commencement and cannot increase within 90 days of any previous increase; price reductions apply immediately.
Harris County's current minimum wage of $21.65 per hour applies, or the higher prevailing wage rate under Texas Government Code Section 2258, whichever is greater. Award is made to the lowest and best bidder considering price, vendor capacity and skill, time constraints, quality of performance, and demonstrated ability to perform satisfactory work. Written questions are submitted through the Bonfire platform by the specified deadline. Payment terms are Net 30 from invoice receipt to the Harris County Auditor's Office.
