About this opportunity
The Alaska Department of Transportation and Public Facilities, Division of Alaska Marine Highway System (AMHS), is soliciting bids on Lands' End branded work uniforms with online ordering capabilities for two separate AMHS sections (Passenger Services and Terminals) under ITB 2527H027, with bid opening at 2:00 p.m. Alaska Time on September 9, 2026, at DOT/PF Headquarters in Juneau, Alaska. Two mandatory amendments have been issued: Amendment 1 (August 25) revised insurance and indemnity requirements in Appendix B1, and Amendment 2 (September 2) answered vendor questions and extended the ITB due date; bidders must register with Procurement Officer Kaiden Ward to receive amendments upon downloading solicitation documents, or face bid rejection.
The scope comprises 41 line items spanning 14 specification categories of Lands' End women's and men's apparel—polo shirts, broadcloth blouses, jackets, vests, half-zip pullovers, and performance twill shirts in specified fabric blends and multiple size ranges (women's XS–XL, men's S–5X with regular, tall, and big-and-tall options). Terminal Section garments require one additional name embroidery compared to Passenger Services garments. Bidders must submit pricing per unit inclusive of embroidery and shipping costs, along with average embroidery and shipping cost calculations. All garments carry detailed care instructions (machine wash warm, dark separation, non-chlorine bleach, tumble dry low).
Bidders must demonstrate at least five years of experience in development, implementation, and management of online ordering websites and submit a written narrative with three prior-project references including client contact information, implementation description, system launch date, and website address link. The State reserves the right to verify qualifications by contacting references.
Insurance requirements include Workers' Compensation per Alaska Statute 23.30.045 with Employers Liability limits of at least $1,000,000; Commercial General Liability with minimum $2,000,000 General Aggregate and $1,000,000 Each Occurrence; and Commercial Automobile Liability with $1,000,000 combined single limits. All policies must name the State of Alaska as additional insured with waivers of subrogation, issued by Alaska-licensed insurers. Certificates must be provided prior to work commencement.
Bids must remain valid for 90 days. Bidders may claim Alaska Bidder Preference, Alaska Veterans Preference, or Alaska Military Skills Program Preference under specific qualification criteria. Procurement Officer Kaiden Ward: (907) 465-8446, Kaiden.ward@alaska.gov.
