About this opportunity

The Alaska Department of Transportation and Public Facilities, Division of Program Management and Administration, is soliciting bids on as-needed AC and refrigeration maintenance, diagnostic, troubleshooting, and repair services at eight DOT&PF Northern Region facilities under ITB 2527H026, with bids due October 20, 2026 at 11:00 AM Alaska Time.

The contract covers three lots: Lot 1 (Fairbanks), Lot 2 (Western Region), and Lot 3 (Dalton District). Services are performed on an hourly, as-needed basis for urgent support, preventive maintenance, and refrigerant handling. Contractors must respond to emergency calls in the Fairbanks area within two hours on weekdays and four hours on weekends and holidays. The contract runs from award through June 30, 2027, with options to renew for four additional one-year terms at the state's discretion.

Contractors must bid on all items within a lot to be considered responsive and will be awarded to the lowest responsive and responsible bidder per lot. Minimum qualifications include three full-time journey-level AC&R mechanics with at least three years of commercial experience, current EPA refrigerant handling certifications, a valid Alaska business license, and proof of a recycling and recovery program with an EPA-authorized reclamation plant for at least the past five years. CJIS criminal background clearances are required for personnel working at the Fairbanks Regional Office Building and Rabinowitz Courthouse; the contractor bears all clearance costs.

Pricing is structured as Firm Fixed Price with Adjustments based on three labor categories: regular labor (estimated 120 hours per lot), after-hours/overtime labor (estimated 30 hours per lot), and pre-approved travel time (estimated 30 hours per lot). Material costs are reimbursed at actual cost with no markup; overhead, profit, and procurement costs are included in hourly rates.

Eligible preferences include Alaska Bidder Preference (5%), Alaska Veteran Preference (5%, not to exceed $5,000), Alaska Military Skills Program Preference (2%, not to exceed $5,000), Employment Program Preference (15%), and Alaskans with Disabilities Preference (10%). Bid opening and evaluation occur October 21, 2026, with notice of intent to award and contract issuance on November 2, 2026. Registration with Procurement Specialist Adam Tolles at adam.tolles@alaska.gov or (907) 451-1625 is required to receive amendments.

(Herein, any reference to "Record" includes all such records and the offer; any reference to "Law" includes any federal or State of Alaska (State) law, including any court or administrative order or rule.) All Records belong to the State. The State has sole discretion regarding whether to return any Record. In exercising this discretion, the State will comply with all Laws. If the Bidder did not undertake each protective measure, the State will not consider any information in a Record confidential: the State will disclose the entire Record without any redaction in response to an APRA or other request or, if it chooses, in the absence of a request and the State will disclose the entire Record without notifying the Bidder. If the Bidder undertook each protective measure, the State will withhold the information marked confidential to the following extent: the State agrees that the Law protects the information; and if the nondisclosure is challenged, the Bidder fulfills its commitment to explain, including with affidavits and briefs, how each authority applies to the information marked confidential. The State will only notify a Bidder of a request for the Record and of a planned release if the Bidder undertook each protective measure, but the State disagrees that the marked information is protected. If there is such a disagreement, then before releasing the Record, the State will, to the extent permitted by Law and practicable, notify the Bidder that it will disclose the information unless the Bidder convinces the State not to or obtains an order prohibiting disclosure.
