About this opportunity
The City of Philadelphia's Department of Licenses and Inspections is seeking proposals from an accredited educational provider to develop and deliver a Special Inspections training course based on Chapter 17 of the 2021 International Building Code, with proposals due October 19, 2026 and anticipated contract execution November 16, 2026.
The vendor must be approved by the Pennsylvania Department of Labor & Industry as a training provider and preferably recognized by the International Code Council as a Preferred Education Provider. Local Business Entity certification and Local Impact status are positive evaluation factors. The scope requires curriculum development addressing special inspection requirements, documentation procedures, deficiency identification, and compliance verification for municipal code officials, plan examiners, inspectors, and code administrators. The course must be eligible for Pennsylvania UCC continuing education credit and capable of accommodating approximately 130 Department personnel through multiple in-person sessions with virtual attendance capability. The vendor must secure training facilities, provide recorded sessions, deliver electronic presentation materials, and issue course completion certificates.
Instruction must be delivered within thirty calendar days of Notice to Proceed. The contract value cannot exceed $50,000 as a fixed-price proposal, with payment upon completion and delivery of the educational course and certificates. The initial contract term begins November 16, 2026, with the City holding the option to add up to three additional one-year renewal terms. Questions are due October 7, 2026, with answers posted October 13, 2026. All proposals must be submitted electronically through eContract Philly. The City reserves the right to reject any or all proposals, modify or cancel the opportunity, extend deadlines, and conduct financial and technical investigations of applicants. Successful applicants with contract value at or above $99,000 would be required to submit Transparency in Business disclosures; this threshold does not apply here given the $50,000 cap. Providers must maintain commercial activity licenses, general liability insurance of $1,000,000 per occurrence, and professional liability insurance of at least $500,000, and comply with Philadelphia's minimum wage and benefits standards where applicable.
