About this opportunity

The Alaska Department of Education and Early Development (DEED) is requesting proposals for design and delivery of comprehensive training modules on school board ethics and municipal/district budgeting for Alaska school board members under IRFP 20260500-02, with proposals due October 30, 2026 at 3:00 p.m. Alaska Standard Time. Alaska offerors receive a 5% price preference, with Alaska veterans eligible for up to 5% additional preference (not to exceed $5,000) and Alaska Military Skills Program participants eligible for up to 2% additional preference (not to exceed $5,000).

Offerors must have at least five years of experience providing training to Alaska school boards and must engage legal counsel licensed to practice law in Alaska with demonstrated experience in Alaska school district law to review all course content. The scope comprises two asynchronous four-hour training modules delivered on DEED's eLearning platform — one covering ethical conduct, conflicts of interest, board roles and responsibilities, meetings and board decisions, and executive sessions and protected information; the other addressing school board fiscal governance, Alaska's public school funding framework, district budget development and approval processes, school district financial information fundamentals, and financial sustainability and risk management. A companion desk manual is required. Subcontractors may perform up to 20% of contract deliverables and must be identified in the proposal.

The estimated budget range is $75,000 to $100,000 fixed-price; proposals outside this range will be rejected as non-responsive. Contract duration runs from award (anticipated November 2026) through June 30, 2027, with draft training due March 1, 2027, final eLearning content due March 15, 2027, draft supplemental guidance due April 15, 2027, and final supplemental guidance due June 1, 2027. Evaluation uses 1,000 total points: Understanding of the Project (150), Methodology (100), Management Plan (100), Experience and Qualifications (150), Contract Cost (400), and Alaska Offeror Preference (100). The evaluation committee will complete scoring by November 6, 2026, with award anticipated by November 17, 2026. The contractor must carry professional liability insurance of $300,000 per claim/annual aggregate, commercial general liability of $300,000 combined single limit, and workers' compensation insurance as required by Alaska statute. All work must be performed in the United States unless a waiver is requested and approved at least ten days before the proposal deadline. Contract approval is contingent upon legislative appropriation.
