About this opportunity

The North Carolina Department of Transportation is requesting bids for 198 linear feet of 16-foot diameter, 0.250-inch thick round aluminum structural plate pipe for Wake County Bridge Maintenance on IFB #54-DM-37878, with bids due September 9, 2026 at 2:00 PM ET. A North Carolina resident vendor preference under Executive Order #50 applies if the lowest responsive bid is submitted by a non-resident; the State will then review other responsive bids to determine whether any North Carolina resident vendor requests an opportunity to match the price.

The scope is two 99 linear foot sections of round aluminum structural plate pipe fabricated to meet the 2024 Standard Specifications for Roads and Structures, sized for a failed pipe replacement on Globe Road (SR 1644) with minimum cover of 2.5 feet and maximum cover of 15 feet under HL-93 loading conditions. The vendor must be an authorized distributor or reseller of the manufacturer and must provide a signed manufacturer authorization statement within five calendar days of request and a manufacturer's standard warranty. Fabrication and shipment preparation must occur within thirty calendar days of purchase order receipt, with delivery to the Wake County site required two consecutive calendar days prior to the agreed assembly date. Assembly must be completed within two working days thereafter. Deliveries are accepted Monday through Thursday between 7:00 AM and 2:00 PM; the vendor must contact Jacob Nicholson at (984) 220-3796 at least 24 hours prior to delivery. No subcontracting is permitted without prior written State consent.

Award will be based on the lowest responsive bid meeting all specifications. The bid price must include all shipping, delivery, handling, and administrative fees on a Free-On-Board Destination basis. Invoices are not paid until inspection and acceptance by the State, directed to Kimberly Inscoe at kinscoe@ncdot.gov. Written questions are due September 3, 2026, with State responses by September 4. All bids must be submitted electronically via the North Carolina Electronic Vendor Portal (eVP) by registered vendors in good standing.
