About this opportunity

The Kentucky Board of Dentistry is requesting proposals for investigative services from individual contractors under RFP 180 2600000410, with proposals due June 1, 2026 at 5:00 p.m. Eastern Time. This procurement is restricted to individual investigators only; organizations of more than one individual are not eligible.

The scope requires a single investigator to conduct investigations of dentists and dental hygienists in response to complaints on a statewide basis, including reviewing patient charts and dental records, preparing investigation reports for Board subcommittees, interviewing witnesses, conducting office inspections, providing expert testimony, and assisting with special projects such as continuing education audits. Mandatory qualifications include at least ten years of investigative experience preferably in healthcare or dental settings, working knowledge of Kentucky Dental Practice Act KRS 313, Kentucky residency with ability to travel statewide, and availability for monthly meetings in Louisville. The investigator must commit a minimum of 60 hours per month.

The initial contract term runs from July 1, 2026 through June 30, 2028, with Commonwealth option to renew for one additional two-year period subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Pricing must be submitted on a monthly basis with supporting work logs; compensation is scored on hourly rate under cost evaluation.

Evaluation allocates 600 points to the technical proposal, 400 points to the cost proposal (lowest rate wins), and up to 200 points for oral presentations if required. Mandatory insurance includes Commercial General Liability at $1,000,000 per occurrence / $2,000,000 aggregate, Automobile Liability at $1,000,000 combined single limit if vehicle use, and Professional Liability at $1,000,000 per claim. Proposals remain valid for a minimum of six months from the due date. Submission address is Kentucky Board of Dentistry, 312 Whittington Parkway, Suite 101, Louisville, Kentucky 40222.
