About this opportunity
The County of Loudoun, Virginia is requesting bids on intersection improvements at Sterling Boulevard and West Laurel Avenue under IFB 832155, with bids due August 18, 2026 at 4:00 p.m. Eastern Time and a virtual pre-bid conference on July 15, 2026. Only contractors prequalified through the Virginia Department of Transportation (VDOT) are eligible to bid — a binding filter that eliminates non-prequalified firms.
The scope includes installing a new traffic signal at West Laurel Avenue, modifying the median at East Laurel Avenue to accommodate left-in and right-in/right-out access, upgrading pedestrian facilities to ADA standards, and associated drainage improvements. All signal components (poles and mast arms) must be VDOT pre-approved. Work encompasses surveying, construction layout, maintenance of traffic, earthwork (including removal of unsuitable material), erosion and sediment control, environmental controls, and compliance with applicable permits and prevailing wage requirements. The County mandates use of Trimble project administration software (two licenses provided at no cost with basic training).
Substantial completion is due within 365 calendar days from Notice to Proceed, with liquidated damages of $600 per day assessed for delays. The contract is lump-sum with unit prices; bid security of at least five percent of the bid amount is required, and performance and payment bonds equal to 100 percent of contract price are due within 15 calendar days of execution. Payment is made at 95 percent of earned sums with five percent retained.
Bidders must hold a Virginia Class A Contractor license, provide three project references with minimum construction costs of $1 million completed within ten years prior to bid date, and demonstrate bonding capability from sureties with A.M. Best ratings of A or better and Financial Size Category VII or higher. The contractor must obtain a VDOT Land Use Permit and post a bond with VDOT for right-of-way work. A public bid opening will occur virtually at approximately 4:15 p.m. on August 18, 2026.
