MIA collection requires seven-day-per-week scheduled service between 6:00 AM and 12:00 PM EST, with non-scheduled pickups available within 24 hours upon request; OPF and TMB require Monday, Wednesday, and Friday pickups during the same window. The County estimates over 20,000,000 pounds of regulated garbage annually, though no guarantee is provided.
To qualify, bidders must demonstrate regular engagement in USDA APHIS regulated garbage hauling and disposal, provide three customer references, maintain a Miami-Dade County Department of Solid Waste Management General Hauler Permit, and possess valid Compliance Agreements with USDA APHIS or CBP for disposal and cartage at both primary and backup facilities with capacity for at least 20,000,000 pounds annually. Pricing is submitted through INFORMS with line-item bids: MIA services priced per pound, OPF and TMB services priced per pickup. Initial prices remain fixed for twelve months; price adjustments thereafter may be negotiated based on CPI-U for the Miami-Fort Lauderdale-West Palm Beach area. Award goes to the lowest responsive, responsible bidder. Liquidated damages apply for pickup delays.
