About this opportunity
The Florida Department of Transportation District Six is issuing a Request for Proposal (RFP-26-6202SD-REBID) for Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations services in Miami-Dade County. The procurement seeks qualified consultants to provide comprehensive management and operational support for the SunGuide Transportation Management Center (STMC) located in Miami, which operates continuously across Miami-Dade and Monroe counties. Required services include real-time traffic and incident management operations across freeways, express lanes, and arterial roadways; traveler information dissemination; contract oversight; and support of District Six's ITS infrastructure. Proposers must demonstrate a minimum of five years of experience within the past ten years providing ITS/TMC operations support services of comparable scope within the State of Florida, with experience limited to municipal or small-scale systems deemed ineligible. Technical proposals must be submitted electronically to D6.Purch@dot.state.fl.us in PDF format by May 5, 2026, at 10:00 AM, with the technical proposal opening scheduled for May 19, 2026, at 11:00 AM. The evaluation process includes oral interviews on May 27, 2026, a public meeting on June 9, 2026, at 2:00 PM to discuss oral interview scores and price proposals, and a final selection meeting on June 15, 2026, at 10:00 AM, with intended award posted the same day before 5:00 PM. Evaluation criteria consist of technical proposals scored on a 100-point scale (minimum 70 points required for responsiveness), oral interviews scored on a 25-point scale, and price proposals scored on a 25-point scale, for a total of 150 possible points.
No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are detailed in the provided addendum materials. Vendors must be registered in MyFloridaMarketplace prior to the technical proposal opening and obtain authorization to do business in Florida if out-of-state entities; additionally, vendors must provide certificates of general liability insurance with combined bodily injury limits of at least $1,000,000 per person and $3,000,000 per occurrence prior to commencing work. The contract term is anticipated to begin August 1, 2026, and continue through August 1, 2031, with options for renewal not to exceed three years or the term of the original contract, whichever is longer, contingent upon satisfactory performance evaluations and fund availability. The Department has established a total maximum budgetary amount of $77,329,330.00 for the five-year contract, which includes pre-established allocations of $3,500,000.00 for Miscellaneous Traffic Systems Management and Operations (TSM&O) and Traffic Operations Services and $50,000.00 for Transition Services. Proposals exceeding this maximum budgetary amount will be considered non-responsive, and no incumbent vendor or existing contractor information is specified in the addendum materials provided.
