About this opportunity
Dobbins Air Reserve Base, operating under Cobb County, Georgia procurement authority, is seeking proposals for integrated solid waste management and recycling services under contract FA670326Q0006, with proposals due September 2, 2026.
The contractor must provide all personnel, equipment, vehicles, supervision, and materials to perform comprehensive municipal solid waste, recycling, and bulk-waste collection across the installation. Services include MSW collection on Tuesdays and Fridays; paper and cardboard recycling weekly; scrap metal recycling on an as-needed basis; bulk waste through roll-off containers; unscheduled pickups; and special-event and construction-and-demolition debris support. Collection occurs between 0730 and 1400 hours Monday through Friday, excluding federal holidays unless otherwise required. Estimated annual workload: 565 tons of MSW, 15 tons of cardboard, 10 tons of paper, 45 tons of scrap metal, and approximately 80 tons of C&D debris. The contractor is responsible for all disposal costs, including landfill tipping fees, and must manage recyclable-material sales proceeds as credits against those fees.
Performance thresholds require zero deficiencies for unscheduled collections, roll-off placements, recyclable preparation, and MSW disposal, with scheduled collections permitting no more than two customer complaints monthly during surveillance inspections. The contractor must submit initial vehicle routes and collection schedules at least five calendar days prior to contract start and develop a Mission-Essential Contractor Services Plan within 30 days of award outlining crisis-continuity procedures for up to 30 calendar days.
All contractor employees require base security credentials including REAL ID-compliant identification, completed DARB Form 5, and are subject to FBI background checks. Vehicles must use the Base Commercial Gate only. The contractor must maintain a dedicated contract manager available within two hours during normal duty hours and within two business days for on-site meetings, and submit monthly reports detailing tonnage, weight tickets, disposal manifests, and recycling documentation.
