About this opportunity
The Louisiana Department of Health - Office of Public Health (LDH-OPH) has issued an Invitation to Bid (ITB) for Instrument Services, specifically seeking a service contract for comprehensive maintenance and support of scientific instruments. The procurement covers multiple specialized instruments including S25 Five Rack Autosamplers, Durachill Chillers, Nexion 1000 instruments, and associated MAS Software. The contract will be for an initial one-year period beginning July 1, 2025, or the date of award, with potential renewals for two additional 12-month periods, not to exceed a total of 36 months. Required services include one preventative maintenance visit annually, OEM-certified technician support, priority response within 48-72 hours, unlimited repair service for non-consumable parts, labor, and travel, phone and technical remote support, software updates, emergency breakdown visits, and optional training discounts. The bid will be publicly opened on April 22, 2025, at 10:00 AM CST, with bidders able to attend virtually via a Zoom link. The state intends to award the contract on an all-or-none basis to the lowest responsive and responsible bidder meeting the specified requirements.
Bidders must be registered in the LaGov system and submit all required documentation, including a W-9 form for new vendors. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the solicitation emphasizes compliance with civil rights laws, ADA accessibility requirements, and anti-discrimination provisions. The contract requires comprehensive insurance coverage, including Workers Compensation (minimum $1,000,000), Commercial General Liability (minimum $1,000,000 per occurrence), and Automobile Liability (minimum $1,000,000 combined single limit). Payment will be processed electronically, with the LaCarte procurement card used for purchases of $5,000 and under, and Electronic Funds Transfer (EFT) available for other payments. Although a specific budget range is not provided, the contract covers extensive instrument maintenance services across multiple scientific devices for the Office of Public Health, suggesting a significant potential contract value. Vendors must demonstrate technical expertise in maintaining advanced scientific instruments and provide comprehensive support services to meet the state's rigorous requirements.
