About this opportunity
The City of Dearborn, Michigan's Housing Department is requesting bids for complete removal and replacement of kitchen cabinets, countertops, and associated plumbing fixtures across 19 vacant apartment units at O'Reilly Manor (22077 Beech Street, Dearborn, MI 48124) under ITB 2026-091526, with bids due October 1, 2026 at 3:00 PM EST and a mandatory site visit on September 22, 2026 at 11:00 AM. A Dearborn-based business preference applies: if the lowest bidder is not Dearborn-based, any Dearborn-based business with a bid within 5 percent of the lowest bid may match that price to become the lowest bidder.
The scope requires supply and installation of Simply Woodmark shaker-style cabinetry in Linen White finish with Satin Nickel hardware; Wilsonart Benjamin Grey laminate countertops; and new Delta single-handle pull-down faucets with stainless steel drop-in sinks. Work is structured in two phases: Phase 1 covers 8 units beginning immediately upon Purchase Order approval, and Phase 2 covers 11 units commencing within 10 business days after Phase 1 completion and resident relocation. Standard work hours are Monday through Friday, 8:00 AM to 5:00 PM. Bidders must demonstrate a minimum of five years' experience providing similar services, supported by three client references.
Pricing is submitted on a separate Bid Price Form and must be FOB Destination with all freight charges included. All bids must remain firm for 90 days from Notice of Award. The contract term extends until completion with no specified renewal options. Successful bidders must provide proof of Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Workers Compensation per Michigan law, and Automobile Liability ($1,000,000 combined single limit), with the City named as additional insured. Payment terms are 2/10, Net 30. The City reserves the right to award by item, group, or total and may make additional related purchases at the bid price within 90 days of award. Pre-bid questions are due September 24, 2026 at noon. All bids must be uploaded electronically to the Michigan Intergovernmental Trade Network (MITN) website.
