Prevailing wage applies to carpenters, electricians, roofers, and other construction trades at rates specified by the Virginia Department of Labor and Industry.
Substantial completion is required within 120 consecutive calendar days from the Notice to Proceed, with final completion within 30 days thereafter. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder. Sealed bids are accepted electronically through eVA or by hand delivery and shipping; public bid opening and reading occur October 1, 2026 at 2:00 p.m. The project is prepared by Austin Brockenbrough & Associates, LLC. Special requirements apply to low-slope roofing membranes, including mandatory pre-roofing conferences, full-time roof inspection during installation, manufacturer inspections, and pre-final inspection surveys using infrared or electronic leak detection methods.
