About this opportunity

Mt. San Antonio College is seeking qualified consultants to provide professional inspection services through a Request for Qualifications (RFQual) #2025-173, targeting on-call professional services from July 2025 through July 2026 with potential extensions for up to four additional one-year periods. The services will focus on comprehensive construction inspection, including Division of the State Architect (DSA)-required inspections, quality assurance, special inspections, and program management support for campus improvement projects. Proposals are due by June 3, 2025, at 2:00 pm, with a mandatory pre-proposal meeting scheduled for April 21, 2025, at 9:00 am. The college will evaluate proposals based on six key criteria: completeness of proposal, proposer experience, references, staffing and organization, proposed fees, and appropriate professional licenses. Consultants must provide detailed documentation, including non-collusion declarations, drug-free workplace certifications, and a comprehensive fee schedule, with proposals to be submitted electronically via OpenGov.

The contract opportunity includes provisions for the Community Workforce Agreement (CWA), with a goal of utilizing 30% local resident workers, including area residents, veterans, and student graduates. Firms are required to provide pricing for both CWA and non-CWA projects, with on-call consultant services typically covering projects less than $220,000. The college reserves the right to award multiple contracts and expects contractors to comply with prevailing wage requirements, DIR registration, and specific labor compliance regulations. Contractors must maintain specific insurance coverage, including professional liability insurance with $2,000,000 per occurrence and $4,000,000 aggregate coverage. The procurement is open to consulting firms with appropriate professional licenses and experience in construction inspection services, with funding primarily coming from Bond Measure RR and Measure GO. While no specific incumbent vendors are mentioned, the contract allows for flexible, responsive services with potential project assignments throughout the contract period.
