About this opportunity

Adams County Board of County Commissioners is soliciting proposals for inmate laundry services at the Adams County Detention Facility through its Finance Department Purchasing Division, with proposals due September 30, 2026, and mandatory pre-bid attendance required by September 14, 2026.

Bidders must demonstrate a minimum of three years of experience providing laundry services to correctional facilities with average daily populations exceeding 1,000 inmates and must provide audited financial statements no more than eight months old. This experience and financial stability requirement is a hard eligibility filter.

The scope covers laundry services for approximately 800–1,000 inmates operating seven days per week, 365 days per year, including twice-weekly clothing exchanges, weekly towel and washcloth distribution, weekly blanket laundering, and daily inmate worker uniform and mop head cleaning. The contractor must provide all laundry chemicals, supplies, and equipment maintenance; supply an on-site Laundry Manager and adequate staff; assume responsibility for employee background clearances and security protocols; and coordinate with Sheriff's Office personnel for facility operations. Adams County will provide laundry equipment, utilities, preventive maintenance on County-owned equipment, office space, and security support during clothing exchanges.

The contract term is three years with two optional one-year renewals. Pricing is submitted on a per-inmate-per-day basis using actual daily populations supplied by the Sheriff's Office, with monthly invoices due by the fifth of each month and payment within thirty days of receipt.

Evaluation criteria include price, corporate stability, project personnel qualifications, policies and procedures, and security compliance. The mandatory pre-bid meeting and facility walk-through is August 27, 2026, at 10:00 a.m. at 150 N. 19th Ave, Brighton, Colorado. Questions are due September 14, 2026, at 3:00 p.m. Proposals must be submitted electronically through Bidnet Direct.
