About this opportunity
Greenville County is requesting proposals for infectious medical waste disposal services at three County facilities—the Detention Center, Emergency Medical Services, and Animal Care—under RFP #27003, with proposals due July 28, 2026 at 3:00 PM. Subcontractors are prohibited; the selected contractor must perform all work in-house.
The scope spans collection, transportation, treatment, and disposal of infectious medical waste across designated locations. The Detention Center requires bi-weekly pickups; EMS and Animal Care each require minimum two pickups per month. Estimated annual volumes are approximately 40,404 pounds at Animal Care (including 5,100–6,700 pounds of sharps, less than 50 pounds of pharmaceutical waste, and less than 20 pounds of hazardous waste), no more than 999 pounds of combined sharps and biohazard waste at EMS, and approximately 4,044 pounds at the Detention Center. The contractor must obtain all necessary South Carolina licenses and permits, comply with regulatory requirements, and ensure all onsite personnel pass a Greenville County Sheriff's Office background check and complete PREA training due to potential Detention Center inmate contact.
The contract term is one year initial with options to renew for four additional one-year terms. The County reserves the right to award to one or more vendors and to add or remove locations. Pricing must reflect net 30-day payment terms with clear breakdowns by container type, service fee, hazardous versus non-hazardous waste streams, and all fees and surcharges identified.
Insurance requirements are $1,000,000 per occurrence / $2,000,000 aggregate general liability, $1,000,000 automobile liability, statutory workers' compensation with $1,000,000 each accident employers' liability limit, and $1,000,000 pollution and professional liability. Bonding is not required.
Evaluation criteria are equally weighted at 16.7% each: responsiveness, experience with similar projects, specification compliance, regulatory compliance and safety, references, and cost. Proposals must include documentation of three comparable contracts within the past five years and proof of all required licenses and permits. Questions are due July 20, 2026 at 5:00 PM. Award is tentatively scheduled for August 7, 2026, with contract negotiations August 7–21 and notice to proceed by August 21.
