About this opportunity
The New York State Office of General Services Division of Financial Administration is requesting proposals for industrial HVAC and critical infrastructure service technicians at multiple state facilities in Albany, with proposals due October 1, 2026. The solicitation (RFP 3108) is structured as two separate lots, each with distinct minimum qualifications, and proposers may bid one or both lots; awards will be made for each lot, consolidating to a single contract if the same proposer wins both.
Lot 1 encompasses two sites: the Governor Nelson A. Rockefeller Empire State Plaza (ESP), a 99-acre, 11-million-square-foot complex built 1965–1976 housing multiple state agencies; and the W. Averell Harriman State Office Building Campus, a 350-acre office park with several miles of underground utilities infrastructure spanning 3 million square feet, built 1950–1970. Lot 2 includes the Wadsworth Center at the Empire State Plaza (485,210 square feet interior gross) and the Cultural Education Center (1,582,504 square feet interior gross), both within the ESP complex.
The scope requires qualified personnel and resources to maintain utility systems — domestic and chilled water, steam and condensate, electrical and communications distribution — ensuring continued operations across all designated locations. Each lot carries distinct minimum qualification requirements that proposers must meet to be responsive for that lot.
Questions due and pre-proposal meeting details are not specified in the source material.
