About this opportunity

Prince George's County Public Schools is requesting sealed bids for industrial hygiene and indoor air quality services across multiple school locations under IFB DBS27-003, with bids due August 5, 2026 at 2:00 p.m. via eMaryland Marketplace Advantage. A 15% Minority Business Enterprise goal applies to county-funded work, and bidders must either identify certified MBE participation or request a waiver demonstrating impossible or unreasonably priced participation.

Contractor qualifications are restrictive: bidders must hold current certification from the American Council for Accredited Certification or American Industrial Hygiene Association, and laboratories must be accredited by NIST/National Voluntary Laboratory Accreditation Program. Contractors must have a minimum ten years of experience providing IAQ diagnostic services in non-industrial settings and must schedule service within three days of contact during normal business hours (Monday–Friday, 7:00 a.m. to 4:00 p.m.), with after-hours availability as required.

The scope spans industrial hygiene sampling and analysis, including identification of indoor air quality contaminants; HVAC system investigation; pollutant source and pathway identification; analytical testing and detailed reporting; project management of remediation projects including plan and specification development; and evaluation and oversight of failed or moldy chilled water pipe insulation removal and reinstallation. Initial Indoor Air Quality Surveys must assess building ventilation systems, carbon dioxide concentrations, temperature, relative humidity, and moisture levels, with reports delivered within ten working days of inspection completion.

Pricing is firm fixed-price, incorporating all labor, delivery, materials, tools, and equipment. The contract term is three years with two optional one-year renewal periods at prices established at contract award. PGCPS reserves the right to award to multiple bidders and may require performance bonds for projects exceeding $100,000. Evaluation is based primarily on total bid price. Questions are due July 8, 2026 at 2:00 p.m. Contract award is anticipated in September 2026. Bidders must provide financial stability documentation, past performance references, certificates of insurance, and State of Maryland Certificates of Good Standing.
