About this opportunity
The state of Pennsylvania, specifically Indiana County, is seeking bids for a demolition project at Indiana University involving the removal of underutilized and obsolete buildings. This is a standard low-bid procurement encompassing general and electrical construction services with two primary contract components: general construction and electrical work. The project requires electronic bid submissions through e-Builder, with bids due on Friday, June 23, 2023, at 2:00 P.M. A pre-bid conference is scheduled for Thursday, June 1, 2023, at 1:00 P.M. in Eberly Hall Auditorium at 664 Pratt Drive, Indiana, PA. Bidders must be registered with a current, active vendor number and create a user profile within e-Builder to access project specifications. The project involves comprehensive demolition work, with specific requirements including compliance with the Public Works Employment Verification Act and Executive Order 2021-06 regarding worker protection and safety.
The procurement includes specific Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals for the general construction contract, with an 8% SDB goal and 3% VBE goal. No participation goals are set for electrical construction due to the project's value being below the $400,000 threshold. Bidders must either meet these participation goals or demonstrate good faith efforts to do so. The estimated project budget ranges from $1,000,000 to $2,000,000 for general construction and $100,000 to $200,000 for electrical work. Liquidated damages are specified at $500 per day for general construction and $100 per day for electrical work. The project requires strict compliance with Pennsylvania state labor and workforce safety laws, with bidders required to submit a Worker Protection and Investment Certification Form. No bid guaranty is required, and bids will only be accepted electronically, with technical support available for first-time e-Builder users.
