About this opportunity
The New York State Energy Research and Development Authority (NYSERDA) is seeking proposals for independent internal audit services under a five-year professional services umbrella contract, with proposals due August 19, 2026. The scope encompasses financial, operational, regulatory and compliance audits; investigative and forensic services; technology and cybersecurity services; grant reviews; and advisory and risk services. NYSERDA intends to establish a flexible contracting vehicle capable of supporting multiple future engagements across a broad range of service lines.
Proposers must demonstrate legal authorization to conduct business in New York State and possess experience performing assurance, advisory, compliance, investigative, operational, financial, technology, cybersecurity, grant, and regulatory engagements. Preference is given to firms with documented experience supporting public-sector entities, public authorities, regulated entities, or similarly complex organizations. Evaluation will assess organizational capacity and technical expertise; team staffing depth and subject matter expertise; resource deployment capability; cost structure and rate schedules; project management and quality assurance protocols; reporting capabilities; and diversity practices.
The solicitation reflects NYSERDA's need to address evolving regulatory requirements, increased public scrutiny of public-fund administration, cybersecurity threats, operational complexity, and rapidly changing technology environments. This five-year umbrella structure positions the contract as a dynamic vehicle rather than a fixed-scope engagement, with pricing and service deployment to be negotiated as specific audit needs arise.
