About this opportunity

East Vincent Township is seeking sealed bids for the Independence Park Improvements - Phase 1 project through the PennBid electronic bidding platform. The procurement involves comprehensive park infrastructure development, including demolition of existing features, construction of a new asphalt parking lot, ADA-compliant walkways, sport court installation, utility infrastructure, amphitheater construction, site furnishings, stormwater management facilities, landscaping, and lighting with associated grading and earthwork. Bids must be submitted by October 8, 2025, at 10:00 AM, with a mandatory bid security of 10% in the form of a certified check or bid bond from a company licensed to do business in Pennsylvania. Bidders are prohibited from withdrawing their proposals for 60 days after the bid closing time. The successful bidder will be required to pay a PennBid transaction fee of 1/3% or a minimum of $150 based on the contract award value. The township reserves the right to waive informalities or reject any or all bids submitted.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the procurement documents, potential bidders should carefully review the attached bid specifications and plans for any additional qualification criteria. The contract opportunity appears to be open to qualified contractors with experience in municipal park infrastructure development. The project files include three key documents: an addendum dated September 16, 2025, detailed project plans, and comprehensive bid specifications, totaling approximately 36MB of technical documentation. Although a precise budget range is not specified, the scope and complexity of the project suggest a significant capital investment in park infrastructure improvements. Interested contractors should thoroughly examine the provided documentation and ensure compliance with all technical specifications, bid requirements, and local municipal regulations before submitting their proposals.
