About this opportunity

The North Carolina Department of Environmental Quality, Division of Waste Management is seeking letters of interest and Standard Form 254 submissions from environmental engineering firms for the Inactive Hazardous Sites Branch Environmental Engineering Services contract, with submissions due September 14, 2026 at 2:00 p.m. ET. This is a multiple pre-qualified vendor model with task orders issued on an as-needed basis and no minimum or maximum guarantee of work.

Proposing firms must be properly licensed to practice engineering, architecture, or landscape architecture in North Carolina. The scope encompasses site-specific work plan preparation, hydrogeologic and contaminant assessment activities, geophysical and land surveying activities, mitigation plan development, permit applications, remediation oversight, health and safety planning, and expert testimony support for inactive hazardous sites statewide.

The estimated total project budget is $5 million over a five-year contract term, funded through state and federal sources. The fee schedule specifies hourly rates ranging from $80 to $216 per hour depending on personnel level and task type (investigation/remedy design versus remedy oversight), plus defined daily rates for equipment rental, per diem reimbursement per North Carolina State Budget Manual policy, and mileage reimbursement. Laboratory costs and field expendables are reimbursed at actual cost. The contract includes one optional two-year extension. Subcontractor services exceeding $3,000 require competitive bidding with a minimum of three quotes; subcontracts exceeding $500,000 require formal sealed competitive bids per North Carolina General Statutes Article 8, Chapter 143.

The Department reserves the right to reduce payment by 5 percent for deliverables more than 10 business days late, plus an additional 1 percent per day thereafter. Face-to-face meetings in Raleigh are reimbursed at $2,000 for in-person attendance or $1,200 for virtual attendance. Submissions must be directed electronically to Vincent Antrilli at Vincent.Antrilli@deq.nc.gov with the subject line "IHSB LOI."
