About this opportunity

The State of Alabama is requesting quotes for the supply and delivery of fuel oil (In-Situ DFO) to support state operations, with quotes due September 11, 2026. This is a Quick Quote solicitation through the Alabama Buys platform with a maximum contract cost not to exceed $25,000 and a maximum term of five years from the effective date.

Suppliers must register in Alabama Buys and submit responses electronically through the portal. All inquiries and quotes must be submitted online. By submitting a quote, suppliers certify compliance with solicitation terms, acknowledge receipt of all amendments, affirm no collusion, and confirm they are not barred from bidding. The contract may be renewed annually by written agreement of both parties.

The quote request solicits detailed pricing for fuel oil delivery services, including product quality standards, delivery schedules, and volume requirements. Pricing must include unit costs and any applicable surcharges or fees; the State will conduct cost realism and price reasonableness review at the discretion of the Chief Procurement Officer. Price escalation requests may be considered during contract performance if material or labor costs significantly increase through no fault of the supplier, provided increases do not exceed industry-specific price index or Consumer Price Index changes and do not surpass 5% of annual contract cost.

The State of Alabama is exempt from sales tax. Suppliers must accept multiple forms of electronic payment at no additional cost, including state-issued credit cards, P-cards, and electronic fund transfers. Foreign entities must register with the Alabama Secretary of State before transacting business in the state. Suppliers employing workers in Alabama must be enrolled in the E-Verify program with documentation provided within five calendar days of notification. The State reserves the right to request written proof of qualifications, including manufacturer authorization, professional licenses, and certificates of insurance after bid opening.
