About this opportunity

The Town of Manchester, Connecticut, is soliciting proposals for design, engineering, permitting, installation, and implementation of Automated Traffic Enforcement Safety Devices (ATESD) at high-volume and historically dangerous intersections and corridors, with proposals due September 1, 2026, at 11:00 a.m. The engagement begins as a pilot program to evaluate initial performance before determining expansion.

The Town of Manchester Living Wage Ordinance applies: covered employers (those with 25 or more eligible employees) must pay $18.25 per hour (with comprehensive health benefits) or $26.70 per hour (without), adjusted annually. The contract value exceeds $25,000 in any one fiscal year, triggering these requirements.

Scope encompasses ordinance development; site selection and crash/speed data analysis; system design and engineering; Connecticut Department of Transportation coordination and permitting; equipment installation; public outreach; staffing recommendations; user training; reporting and analytics; equipment maintenance; and assistance with fine revenue collection and administrative appeals processes. Consultants must demonstrate successful ATESD implementation within the past five years and provide references from operating jurisdictions, including system duration, number of active cameras, total citations issued, and gross revenue generated.

Pricing must be submitted separately with transparent detail: annual service escalations, breakdowns for individual or bundled services, fixed rates versus per-ticket processing fees, and options for three-year contract periods aligned with Connecticut ATESD plan approval cycles. Evaluation is weighted: history of successful ATESD implementation (50 points), accuracy and responsiveness (25 points), cost-effectiveness and pricing transparency (15 points), and demonstrated ability to foster public trust (10 points). Questions are due August 20, 2026. All contractors must maintain comprehensive insurance including workers' compensation, commercial general liability of $1 million combined single limit, automobile liability, professional liability, and cyber risk insurance of $1 million per incident, with the Town named as additional insured on a primary and non-contributory basis. Submissions must be made electronically through the Town's OpenGov procurement portal; late submissions will not be accepted.

Opportunity text

The Town of Manchester (The Town) solicits proposals from qualified firms to assist the Town in all aspects of design, engineering, permitting, installation, and implementation of Automated Traffic Enforcement Safety Devices (ATESD). The Town is interested in partnering with a qualified consultant to install ATESD technology at selected high-volume and/or historically dangerous intersections and corridors to improve motor vehicle, bicycle, and pedestrian safety in compliance with the state-mandated ATESD program requirements. Initially, we are looking to conduct a pilot program to then evaluate the initial phase performance to determine whether further expansion of the ATESD program is warranted.
