About this opportunity
Minnesota IT Services is procuring implementation-migration support hours from Orchard Software (Clinisys) on behalf of the Minnesota Department of Health, with a single-source intent and objection deadline of August 10, 2026 at 2:00 p.m. Central Time. This is a sole-source procurement with no competitive solicitation; Orchard is the only vendor qualified to perform the required work.
The scope comprises 12 weekend support hours and 16 weekday support hours to migrate the Department of Health's laboratory information system to new virtualization servers before the VMWare license expires on August 30, 2026. The laboratory information system is critical to the Infectious Disease Laboratory's results review, entry workflows, and transmission of laboratory results to hospital labs and MDH epidemiologists for public health surveillance. Orchard's proprietary software and support contracts require that only Orchard staff perform the server migrations; using an alternative vendor would nullify existing Orchard licensing and support agreements, rendering the entire laboratory information system inoperable.
The work must be completed by August 30, 2026. Objections to the single-source determination should be submitted to kerri.cooke@state.mn.us prior to August 10 at 2:00 p.m. Central Time, referencing the posting number and title in the subject line. The full solicitation description is available in the Minnesota Supplier Portal.
Opportunity text
This is a single source posting notification; there are no solicitation documents for download. This posting is no a Request for Bid (RFB) nor Request for Proposal (RFP). Minnesota IT Services (MNIT) on behalf of Department of Health (MDH), intent to enter into an agreement with Orchard Software (Clinisys) to perform 12 weekend support-hours with an additional 16 weekday support-hours regarding MDH's laboratory information system (LIS). Orchard Software will assist MDH with migrating their laboratory information system to servers with new virtualization applications. This work must be completed before August 30, 2026, when the license with VMWare, the current virtualization application, will expire, making LIS unusable. The laboratory information system (LIS) is critical to the operations of the Minnesota Department of Health (MDH) Infectious Disease Laboratory (IDL). The LIS is the infrastructure that allows IDL to maintain our results review and entry workflows, and to send critical laboratory results to hospital labs to aid patient care decisions and treatment and to MDH epidemiologists for public health surveillance. Orchard is a proprietary software, and no other vendors are qualified or permitted to make the software updates needed. Orchard staff must perform the server migrations needed. Using a different vendor would nullify existing licensing and support contracts with Orchard, putting the entire LIS into jeopardy. For this reason, this State believes this is a single source and has deemed it as such. If there are any concerns regarding this single source opportunity, please contact kerri.cooke[@state.mn.us](mailto:Name@state.mn.us) prior to August 10, 2026, at 2:00 PM Central Time.
