About this opportunity

The City of Tampa is requesting quotes for pickup, transport, identification, inventorying, packing, marking, labeling, manifesting, and disposal of hazardous and non-hazardous waste under RFQ Illegal_Dumping_and_Hazardous_Material_Disposal_SMQ, with quotes due September 11, 2026.

Bidders must hold an EPA Identification Number and current Florida Department of Environmental Protection Hazardous Waste Transporter Registration at bid submission and throughout the contract term — mandatory qualifications that filter the competitive set. All work must comply with RCRA regulations, Florida Administrative Code sections 62-701 and 62-780, and OSHA standards. The scope spans 76 line items covering aerosols, corrosive liquids and solids, flammable materials, pesticides, explosives, oxidizers, mercury-containing articles, batteries, cylinders, lamps, and other hazardous and non-hazardous substances in various container sizes. Contractors must respond to pickup requests within 36 to 48 hours or an otherwise agreed-upon timeframe and maintain representatives available during normal business hours.

Bidders must possess a Florida business license, obtain proper permits and authorizations for packaging, transporting, and disposing of waste, and provide proof of insurance prior to award. Contractors must perform at least 51 percent of work with their own forces unless written approval for greater subcontracting is obtained. Pricing must include all applicable fees, surcharges, expenses, in-field analytical instruments, and personnel costs. Quote prices are valid for 365 days from the award date. Payment occurs approximately 30 days after receipt and acceptance of materials, correct invoices, and subcontractor payment forms. The City reserves the right to award by division, line item, or aggregate total and requires compliance with Florida Public Records Law, the City's Ethics Code, non-discrimination provisions, E-Verify employment verification, and comprehensive indemnification obligations.
