About this opportunity

The Virginia Department of Transportation is soliciting bids on enhanced snow and ice removal equipment with experienced, licensed operators for interstate and limited access primary routes across Carroll, Montgomery, Pulaski, Roanoke, and Botetourt Counties in VDOT's Salem District under IFB#161200, with bids due October 5, 2026 at 1:00 p.m. EST and a virtual public bid opening on October 6 at 10:00 a.m. EST. A non-certified small-business subcontracting plan demonstrating at least 42% participation with DSBSD-certified small businesses is required.

The solicitation is structured into three geographic lots — Lot 1 (Carroll County), Lot 2 (Montgomery/Pulaski County I-81 and Route 460), and Lot 3 (Roanoke/Botetourt County I-81, I-581, and 220 Expressway) — with bidders eligible to submit bids for one or more lots. Equipment requirements include single-axle and tandem-axle dump trucks with minimum 20,001 GVW and 11-foot plows; one-ton dump trucks with 7'6" plows; tractors with 75+ horsepower and plows; snow blower attachments; skid steers with 100+ horsepower and spreaders; and motorgraders with 95+ horsepower. All equipment must be fully operational, insured, and subject to VDOT inspection by October 15, 2026, or within 10 days of award, whichever is later. Bidders must demonstrate sufficient resources to perform simultaneously across all awarded lots, with different equipment offerings permitted for each lot if multiple awards are made.

Compensation consists of hourly operational rates for active snow removal services, mobilization and demobilization fees ranging from $4,000 to $15,000 per piece of equipment paid in two installments, and a guaranteed minimum of 40 hours per DMV-licensed equipment and 24 hours per non-DMV-licensed equipment at the contractor's bid price. A $5,000 multi-vehicle bonus is available for each set of three push equipment pieces awarded to a single contractor. All equipment must display company names on both sides, carry current state inspections and registrations, and be equipped with functioning Automatic Vehicle Locator systems provided by VDOT at no cost.

The initial contract period runs from the date of award through May 1, 2028, with renewal options available. An optional pre-bid conference is scheduled for September 24, 2026, at 10:00 a.m. EST via Microsoft Teams. Bids must be submitted electronically via eVA.
