About this opportunity
The Virginia Department of Transportation (VDOT) Lynchburg Division has issued Invitation for Bid (IFB) 160858 for hired truck services in Halifax and Pittsylvania Counties. This procurement seeks on-call, as-needed hourly rental of tri-axle or tandem dump trucks with experienced operators, specifically requesting ten trucks capable of hauling a minimum of 15 tons and two additional tandem dump trucks for hauling broken concrete and rip rap materials. Services include hauling, spreading stone, hot mix asphalt, soil, trash, and debris, with work assignments issued by purchase order and email notification. Bidders may respond to one or both lots (Lot 1 for Halifax County and Lot 2 for Pittsylvania County) and may bid on fewer than all equipment line items. All operators must possess valid Commercial Driver's Licenses, and quoted prices must include all operational costs, operators, supervisory personnel, fuel, communications equipment, and administrative costs. Required insurance includes workers' compensation at statutory requirements, employer's liability coverage of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. Electronic bids must be submitted via eVA no later than 2:00 PM EDT on April 20, 2026, with a virtual public bid opening scheduled for April 21, 2026 at 9:00 AM EDT; prospective bidders may submit questions until 5:00 PM EST on April 15, 2026. The contract term runs from the date of award through one year with four optional consecutive one-year renewal periods, and awards will be made to the lowest responsive and responsible bidder on each line item with VDOT reserving the right to make multiple awards.
All contractors must submit a Small Business Subcontracting Plan (SBSP) unless certified as a small business by the Department of Small Business and Supplier Diversity (DSBSD) prior to bid closing, as the Commonwealth has established a goal that 42 percent of purchases be made from small businesses. Bidders must provide comprehensive vendor qualification and equipment inventory certification, detailed specifications for all equipment (owned, rented, leased, subcontracted, or future-purchase), and at least three references documenting similar services previously provided. For rented or leased equipment, bidders must provide signed letters from rental entities confirming availability for the contract duration within two business days of request; for subcontracted equipment, separate Subcontractor Approval Request Forms are required; and for purchased equipment, proof of purchase with confirmed delivery dates must be available by the award date. Bidders must disclose any current commitments of listed equipment on other VDOT or non-VDOT contracts and complete all required attachments including State Corporation Commission registration information, normal and emergency contact information, and equipment inventory details. The bid documents do not specify an overall contract value or budget range for this procurement. Monthly invoices will be submitted with payment made within 30 days of invoice receipt and verification of work completion.
