About this opportunity
Cumberland County's Solid Waste Management Department is requesting bids for onsite fuel supply services at two county facilities in Fayetteville, North Carolina, with sealed bids due August 26, 2026 at 2:00 p.m. A mandatory pre-bid site visit is scheduled for August 18, 2026 at 10:00 a.m. at the Cumberland County Landfill; vendors must arrive no later than 15 minutes after the specified time or face bid disqualification.
The scope includes supplying and maintaining fuel tank equipment and delivering approximately 175,000 gallons annually of DEF, off-road diesel, on-road diesel, and unleaded gasoline to the Ann Street Landfill (698 Ann Street) and Wilkes Road Processing Facility (771 Wilkes Road). The Ann Street location requires four double-walled tanks with capacities of 8,000, 2,000, 500, and 200 gallons; Wilkes Road requires two 2,000-gallon double-walled tanks. The vendor must provide pumps, fuel-level monitoring systems, and equipment-specific fuel consumption tracking at both sites and begin work within 30 business days of the effective date.
Pricing is based on the Fayetteville OPIS average plus a vendor-specified fee per gallon for each fuel type, with all freight and miscellaneous delivery fees included. Cost per gallon must decrease if average costs lower during the contract period; no cost increases are permitted. The vendor must identify volume-based cost variations and any associated costs to the County, such as permit requirements.
The contract term is three years initial with two optional one-year renewals at the County's discretion. The County will award to the lowest responsive and responsible bidder and reserves the right to make separate awards to different vendors or cancel the IFB entirely. The vendor must demonstrate financial stability, provide at least three references for similar work, maintain comprehensive insurance (professional liability $1,000,000 per loss, commercial general liability $1,000,000 per occurrence, business auto liability $1,000,000 per accident), comply with E-Verify and Iran Divestment Act requirements, and meet restrictions on companies boycotting Israel. Written questions are due August 19, 2026 at 2:00 p.m. Payment terms are net 30 calendar days after County approval.
