About this opportunity
The City of Portsmouth Purchasing Office is requesting bids on grounds maintenance services for seven Fire Department stations under IFB 53-26-SKL via eVa.virginia.gov, with bids due July 21, 2026 at 2:00 PM EST and public opening at 3:00 PM EST on July 22. The solicitation establishes a two-year initial term with three optional one-year renewal periods (five years total) on an Indefinite Delivery/Indefinite Quantity basis.
The scope covers lawn mowing on a seven-day cycle frequency from mid-March through early December, litter and debris removal prior to each mowing operation, and trimming around trees, shrubs, beds, fences, utilities, and all landscaped areas at seven Portsmouth Fire Department sites. The contractor must dispose of all grass clippings and debris properly and may not provide services on Sundays or City-observed holidays unless necessary to protect life and property.
Bidders must have a minimum of three years of related work experience and provide three professional references. Pricing shall be submitted per site; cubic yard pricing is not acceptable. The award will be made to the lowest responsive and responsible bidder based on a grand total price encompassing all seven stations. The City reserves the right to add or delete sites upon mutual agreement with the contractor regarding pricing adjustments.
The contractor must maintain comprehensive general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile insurance of $1,000,000, and workers' compensation coverage. Bidders must submit a completed W-9 form, provide a Virginia State Corporation Commission identification number or statement of exemption, and demonstrate compliance with Virginia Contractor License requirements and federal employer identification number requirements. Attachment Form E requires bidders to certify their intent to perform 100% of project work without subcontracting. Questions are due July 9, 2026 at 4:00 PM EST. Bids remain valid for 90 days from submission.
