About this opportunity
The North Carolina Department of Health and Human Services, Division of State Operated Healthcare Facilities, is requesting bids on grease trap pumping, cleaning, inspection, and disposal services at three eastern region healthcare facilities under IFB 30-26072DSOHF, with bids due August 19, 2026 at 2:00 PM ET and a mandatory pre-bid site visit on August 12 at all three locations.
The scope covers routine monthly and quarterly maintenance across approximately 24 grease traps (330 to 1,500 gallons) at Caswell Developmental Center in Kinston, O'Berry Neuro-Medical Treatment Center in Goldsboro, and Walter B. Jones Alcohol and Drug Abuse Treatment Center in Greenville, plus non-scheduled emergency services estimated at three calls per year with 24-hour response requirement. All services must be performed during normal business hours (Monday–Friday, 8:00 AM to 4:00 PM ET) by certified technicians. The vendor must hold a current North Carolina Septage Management Firm Permit, be registered with the North Carolina Secretary of State, carry appropriate insurance coverage, provide proof of financial stability, and submit at least three customer references for similar services. The vendor is responsible for all labor, equipment, transportation, and compliant disposal and must submit service logs and monthly assessment reports.
The initial contract term is three years with staggered start dates: August 1, 2026, for Caswell and Walter B. Jones, and February 1, 2027, for O'Berry, both concluding July 31, 2029. The state holds an option to extend with vendor concurrence. Vendors must submit complete three-year pricing on Attachment A separated by facility and service interval. Award is based on lowest responsive bid, with evaluation criteria including vendor financial stability, past performance references, and ability to meet service and compliance requirements. Written questions are due August 13, 2026.
