The scope includes milling of existing asphalt overlay, wedge and level operations, new asphalt overlay application, asphalt joint sealer installation, shoulder backup work, traffic control, and associated completion work. Contractors must submit bids electronically through the OpenGov eProcurement Portal and provide a bid bond or certified check equal to 5 percent of the total base bid. For contracts exceeding $100,000, payment and performance bonds equal to 100 percent of the contract amount are required. Bid prices must remain firm for 180 days from bid opening; unit prices must remain firm for one year from contract commencement.
Insurance requirements include general liability with a $2 million annual aggregate, automobile liability with a $1 million combined single limit, and statutory workers' compensation coverage. A one-year warranty on all work is required. The County reserves the right to award to multiple vendors based on best value determination and may terminate contracts for convenience with ten days' written notice or for default immediately upon breach notification.
