About this opportunity

Stafford County, Virginia is requesting bids on a term contract to provide construction aggregate stone materials on an as-needed basis under IFB 26103-R, with bids due September 22, 2026 at 2:00 p.m. and questions due by September 16 at 2:00 p.m.

All materials must conform to VDOT Road and Bridge Specifications and be supplied by VDOT-approved vendors. The bid includes ten stone product categories: #8, #57, #10, #21A, #21B, #3, Surge, RipRap Class I, RipRap Class II, and #78 Stone. Bidders must submit unit pricing (per ton) for both delivered and picked-up options for each category; all line items must be priced for the bid to be responsive. Delivery is required the next business day after purchase-order placement during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday). Contractors are responsible for spill cleanup and performing tailgate spreading at no additional cost when requested. Materials will be delivered to multiple County locations across seven geographic service areas, including water treatment facilities, parks, wastewater treatment facilities, and operations centers.

The contract term is one year with four one-year renewal options. Award will be made to the lowest responsive and responsible bidder based on delivered pricing only, though pickup pricing must also be submitted. Price increases at renewal are limited to the lesser of the Producer Price Index for nonmetallic mineral products or three percent.

Contractors must carry Workers' Compensation insurance, Automobile Liability (minimum $2 million), and General Liability (minimum $1 million per occurrence) with Stafford County named as Additional Insured. All materials are guaranteed for twelve months after final acceptance. Bidders must submit SWaM vendor data forms, State Corporation Commission registration, references, and safety violation certifications with their bids. The County maintains tax-exempt status and requires compliance with Virginia Code provisions on non-discrimination, drug-free workplace standards, immigration reform, and forced-labor prohibitions. Bids open September 17 at 2:15 p.m. via Microsoft Teams.
