About this opportunity

The Capital Region Airport Commission is requesting sealed bids for construction of a two-story connector at Richmond International Airport providing interior connectivity between the Terminal Building and the Rental Car Garage, with bids due September 24, 2026 at 3:00 p.m., and a pre-bid meeting and site visit on September 2, 2026 at 10:00 a.m. The project is Airport Improvement Program (AIP) funded and subject to Disadvantaged Business Enterprise (DBE) compliance under 49 CFR Part 26; however, no specific DBE goal has been assigned due to pending recertification under new FAA standards, though good faith efforts to include DBEs are encouraged.

The scope encompasses construction of a two-story connector with a direct connection to the departures/ticketing level, relocation of rental car counters to an expanded north baggage claim area, modification of wayfinding signage, replacement of all lighting in the north and south baggage claim areas with LED fixtures, and development of an outdoor pocket park at the connector's radial center point featuring hardscape, softscape, seating, interactive displays, and accommodations for a future food truck.

The bidder must hold a current Virginia Board of Contractors license, obtain all applicable permits at no additional cost, and secure necessary airport security identification badges. Bids are submitted on a lump-sum fixed-price basis. Bids of $100,000 or greater require a 5 percent bid bond, labor and material payment bond, and performance bond from Virginia-authorized sureties. Required insurance includes workers' compensation, commercial general liability at $1,000,000 per occurrence, professional liability at $5,000,000, cyber liability at $5,000,000, pollution liability if applicable, and excess liability at $5,000,000, with coverage maintained for five years after completion. The contract includes a limited Notice to Proceed of 90 calendar days, construction duration of 480 calendar days, and project closeout of 60 calendar days. Liquidated damages are $2,500 per day for failure to substantially complete by the scheduled date. Questions are due September 8, 2026 at 4:00 p.m., with agency responses published by September 11, 2026.
