About this opportunity

The City of Lynchburg, Virginia is requesting sealed bids for Harrison Street intersection improvements under IFB 2027-019, with bids due September 23, 2026 at 3:00 p.m. at the City of Lynchburg Procurement Division, 900 Church Street, Lynchburg, VA 24504. An optional virtual pre-bid conference was held August 26, 2026 at 10:00 a.m.

The scope encompasses intersection improvements at Harrison Street and 10th Street with work extending along adjacent segments from 9th Street (unopened right-of-way) to 12th Street. Work includes exposing and raising historic Belgian block in the 10th Street intersection, exposure and repair of Belgian block in on-street parking lanes, minor drainage improvements, ADA-compliant improvements at intersections, and milling and resurfacing of remaining street segments, primarily travel lanes. The bid form specifies 13 line items covering pavement cutting and removal, asphalt concrete base and paving, aggregate base course, valve box and manhole adjustments, concrete curb and sidewalk installation, detectable warning panels, erosion and sediment control, asphalt removal, and Belgian block reinstallation with polymeric sand.

Bidders must demonstrate at least five years of experience in municipal work of similar size and scope and maintain a Virginia contractor's license. The contractor must commence work within ten days after receiving the Notice to Proceed and substantially complete work within 150 calendar days. Liquidated damages are assessed at $250.00 per day for each day of delay beyond the completion date.

Bidders must submit a bid bond or certified check equal to 5% of the base bid. The successful contractor will execute performance and labor-and-material payment bonds each at 100% of the base bid. Monthly partial payments are made at 95% of certified work performed with 5% retained until final completion; final payment follows within 90 days of proof that all payrolls, material bills, and costs have been paid. Written requests for clarification are due September 16, 2026 at 3:00 p.m. to William Ruberry at william.ruberry@lynchburgva.gov. The City reserves the right to reject any or all bids and negotiate with the lowest responsive bidder if bids exceed available funds. Owner-paid permits include Virginia Department of Transportation right-of-way, sewer and water availability fees, and easements.
