About this opportunity

The Virginia Department of Transportation (VDOT) Bristol District is requesting bids on on-call, as-needed plumbing services across 12 counties in southwestern Virginia under IFB 161082, with bids due September 3, 2026 at 2:00 p.m. EDT and a pre-bid conference on August 24 at 10:00 a.m. EDT via Microsoft Teams. The solicitation is divided into four geographic lots (Bristol District Complex/Abingdon Residency, Lebanon Residency, Wise Residency, and Wytheville Residency), and bidders may bid on one or more lots.

Contractors must hold a Virginia Department of Professional and Occupational Regulation Class A or B plumbing license and perform a minimum of 60 percent of work in-house. All bidders not certified as small businesses by the Department of Small Business and Supplier Diversity must submit a Small Business Subcontracting Plan demonstrating at least 42 percent subcontracting to DSBSD-certified small, women-owned, or minority-owned businesses. Virginia prevailing wage rates apply, with plumber wages ranging from $18.45 to $21.15 per hour plus fringe benefits depending on county.

The scope includes fixture installation and repair, piping systems, water heaters, septic systems, backflow prevention testing, and emergency response services. Contractors must maintain 24/7 availability for emergency response (confirmed within one hour, on-site within four hours), provide appropriate service vehicles and tools, and hold workers' compensation and general liability insurance with $1,000,000 per occurrence limits. All work carries a 90-day warranty.

Bid pricing must be submitted as firm, fixed hourly rates for routine service and critical/immediate need service, with all overhead, transportation, equipment, and tool costs included. Materials are billed at actual cost with no markup permitted. The contract period is one year with renewal options. Awards will be made on a total-per-lot basis to the lowest responsive and responsible bidder. Questions are due by 5:00 p.m. EDT on August 24, 2026. Public bid opening is September 4, 2026 at 10:00 a.m. EDT.
