About this opportunity

The Colorado Department of Human Services, on behalf of the Colorado Developmental Disabilities Council, is requesting proposals for Individual Education Plan Advocacy Training services for families with children who have intellectual and developmental disabilities, with proposals due November 13, 2026 at 4:00 PM MST and a pre-bid conference scheduled for October 15, 2026 at 1:00 PM MST via Zoom.

The scope requires training delivery statewide to a minimum of 150 families with students in pre-K through grade 12, offered in in-person, virtual, and hybrid formats. Awardees must comply with quarterly reporting, mid-project meetings with council staff, data collection on participant demographics and geographic information, and federal Stevens Amendment requirements to display the CDDC logo and federal grant number on all project materials. School districts may participate as partners but cannot serve as lead applicants.

The project is funded entirely by a $1,170,702 federal grant from the Administration for Community Living under Grant No. 2601COSCDD. Bidders must provide cost-sharing: the state funds up to 75 percent of total project costs in most communities (requiring a 25 percent match) or up to 90 percent in U.S. Census Bureau-identified urban or rural poverty areas (requiring a 10 percent match). Match may be provided as cash or in-kind contributions. Indirect expenses are limited to either 10 percent of project costs (de minimis) or the organization's federally negotiated indirect rate. The initial contract term runs through September 30, 2027, with potential renewal for up to four additional years at the state's sole discretion, contingent upon appropriated funding and satisfactory performance.

Proposals must not exceed eight pages and include detailed work plans, budgets with narrative justifications, and evaluation methodologies including participant satisfaction data. Written questions are due October 23, 2026 at 5:00 PM MST, with responses due October 28, 2026. A pre-bid meeting recording is available via Addendum 1. Exhibit B Signature Page and the Model State Contract template are provided as government files.
