About this opportunity

The Pennsylvania Department of Transportation is requesting bids for the I-83 South Bridge AMTRAK Early Action Project on State Route 0083, Section OCS, in Dauphin County, Harrisburg, with bids due July 30, 2026. This is a state-funded (100 percent non-federal) construction project subject to prevailing wage requirements and mandatory contractor prequalification. The work spans 1,000 linear feet from South Front Street to Paxton Creek.

The scope includes installation of drilled caisson foundations (4 downguy and 6 column foundations), furnishing and stockpiling 162,000 pounds of fabricated galvanized structural steel, clearing and grubbing, excavation, asphalt paving, concrete placement, erosion and sediment control, dewatering (1,954 gallons), utility test holes, exploratory trenches, security fencing, health and safety planning, and vibration monitoring. The contractor must coordinate with AMTRAK and Norfolk Southern for railroad operations, comply with Federal Aviation Administration clearances for utility poles and temporary cranes (expiring January 7, 2027), observe environmental restrictions on tree trimming from May 15 through August 15 to protect northern long-eared bat habitat, and manage coordination with adjacent contract ECMS 113754 and Capital Region Water sanitary relocation work. Detailed specifications cover concrete pavement, asphalt mixtures, and structural steel fabrication with material certifications required.

The project cost range is $2.5 million to $4.999 million. The notice to proceed is anticipated for October 1, 2026, with required project completion by November 17, 2028. Liquidated damages apply for failure to complete drilled caisson foundation installation and AMTRAK acceptance by October 4, 2027. The contractor must submit health and safety, site work, and waste material staging plans. Payment is contingent upon material certifications, prevailing wage compliance, and certified payroll records.
