About this opportunity
The California Department of Water Resources, Division of Safety of Dams, is requesting qualifications for one technical expert to serve on a three-person independent technical review board evaluating the Division's hydrologic engineering procedures, policies, and methodologies related to dam safety, with SOQs due July 17, 2026, and a mandatory virtual pre-SOQ conference on June 29, 2026 at 10:00 a.m.
The core eligibility requirement is current Professional Civil Engineer (P.E.) registration plus an advanced degree (M.S. or Ph.D.) in hydrology, civil engineering, water resources engineering, or a closely related field, with a minimum of 20 years of professional experience in hydrology. Demonstrated expertise must include extreme event hydrology, dam safety applications, federal hydrologic guidance, and technical review roles. The Division encourages participation by Small Businesses, Microbusinesses, and Disabled Veteran Business Enterprises.
The selected individual will independently review and provide recommendations on the Division's Hydrology Manual, proposed hydrologic policies, technical methodologies, and engineering practices. Each board member operates under a separate contract. The estimated contract term runs from September 25, 2026 through September 24, 2029, with options for up to two additional one-year amendments. Place of performance is within the United States.
Contract costs will be negotiated based on the selected firm's true and actual costs with a fixed profit rate established by DWR. The most qualified firm must submit comprehensive financial documentation, rate sheets, personnel resumes, payroll records, fringe benefit documentation, overhead costs, subcontractor documentation, and compensation policies within five business days of selection.
Evaluation criteria emphasize the proposed individual's professional qualifications, quality and relevance of completed work, intellectual production (including peer-reviewed publications and presentations), availability to meet Board needs, and firm location. SOQs are limited to 40 pages and must include a signed Potential Qualified Firms Certification Sheet, GenAI Disclosure form (DWR 9834), and Certificate Regarding Lobbying. Questions are due June 26, 2026 by 2:00 p.m., with answers provided by July 1. Interviews are estimated for July 27–August 3, 2026, with contract approval anticipated by September 25, 2026.
