About this opportunity
Jacksonville Electric Authority (JEA), a municipal utility in Duval County, Florida, is requesting responses on an Invitation to Negotiate (ITN) for hydrated ash hauling and disposal services generated at its Northside Generating Station, with responses due August 25, 2026 at 12:00 PM EST and an optional pre-response meeting on August 14 at 11:30 AM via Microsoft Teams.
JEA seeks a turnkey solution for hauling, compliance, and disposal of hydrated ash byproducts stored at 4433 William Ostner Road, Jacksonville, Florida 32226. Respondents must demonstrate successful completion of three similar projects in heavy industrial environments within the past five years. Minimum qualifications include compliance with Florida vendor lists, clearance under JEA suspension and debarment requirements, and proof of active Florida business registration.
The contract term is three years with potential renewal for two additional one-year periods, contingent upon available appropriated funds. Pricing must be firm-fixed and include all costs; a fuel surcharge clause activates when diesel prices exceed $3.867 per gallon, and a Consumer Price Index adjustment capped at 3% annually may apply after the first year. Insurance requirements include workers' compensation, commercial general liability at $1 million per occurrence, automobile liability at $1 million, and professional liability with JEA named as additional insured.
Evaluation criteria allocate 60 points to quotation of rates, 15 points to relevant experience, 15 points to trucking capacity assessment, 5 points to safety commitment including Experience Modification Rating disclosure, and 5 points to environmental permitting and compliance. JEA intends to award one contract but reserves the right to award multiple contracts or exclude certain work items. JEA also reserves the right to negotiate terms, conduct site visits, request best and final offers, and reject any or all responses. Responses are due through JEA's Zycus e-procurement platform and will be publicly opened via Microsoft Teams on the due date.
