About this opportunity
The Hawaii Department of Transportation is soliciting bids for selective demolition and renovation of the 5th floor conference room and related office spaces at the Punchbowl Street office building in Honolulu, with proposals due October 6, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must hold a valid State of Hawaii General Building "B" Contractor's license prior to contract award.
The scope includes selective demolition of interior doors, frames, select walls, and acoustical ceiling tile in the 5th floor conference room, Director's Office Reception area, and Committee Room; renovation work comprising new entry glass doors, window walls, new carpeting in the Conference Room and Reception area, and repainting; and electrical work including replacement of interior light fixtures with LED type fixtures, addition of power and telecommunications outlets, and relocation of fire alarm devices. All electrical systems must comply with the National Electrical Code (NEC), International Energy Conservation Code (IECC), and local Hawaii amendments. Exposed raceways and boxes require two coats of two-part epoxy-based primer and two coats of polyurethane enamel finish. Fire-rated wall penetrations must be sealed using UL-listed sealants, and contractors must coordinate damper and detector circuits to common area panels within intended spaces while minimizing power outages during installation.
The estimated construction cost is between $295,000 and $300,000. The project is funded through Federal-Aid Highway Program funds and is subject to Davis-Bacon prevailing wage determinations, Equal Employment Opportunity regulations, Disadvantaged Business Enterprise program requirements, and safety standards. Bidders must register and submit proposals through the HIePRO electronic system. Requests for Information and Substitution Requests are due September 15, 2026 at 2:00 p.m. HST. Final design plans were prepared by Mitsunaga & Associates, Inc., with project architect Steven D. Wong, AIA, DBIA, and are valid through April 30, 2028.
