About this opportunity
The City of Huntsville, Alabama, located in Madison County, is seeking qualified contractors for a comprehensive HVAC Services and Repairs contract through an Invitation for Bid (IFB) issued on July 14, 2025, with proposals due on July 31, 2025, at 2:00 PM CST. The procurement encompasses full-service HVAC maintenance and repair for city-owned and operated systems, including monthly, semi-annual, and annual preventative maintenance, as well as on-demand repair services. Contractors must be state-certified HVAC and refrigeration contractors with at least three commercial maintenance contracts, six qualified service technicians, and demonstrated capabilities to troubleshoot and repair complex HVAC system components. The contract evaluation will consider multiple factors, including price, conformity to specifications, financial ability, previous performance, and objective criteria for responsiveness and responsibility. Bidders are required to submit one original bid, provide a bid bond, performance bond, and certificates of insurance, with the city reserving the right to award the contract to one or more contractors. The initial contract term is one year, with potential for two additional one-year renewals, and services are expected to be completed within the shortest possible timeframe as specified in the Notice to Proceed.
Specific organizational requirements include mandatory E-Verify compliance and domestic product preferences. While no explicit set-aside designations for disadvantaged enterprises are mentioned, the bid emphasizes comprehensive qualifications that could impact small or emerging contractors. The pricing structure is based on hourly rates for technicians ($125/hour) and helpers ($75/hour), with estimated quantities of 2,000 technician hours and 500 helper hours used for bid evaluation purposes. No incumbent vendor information is provided in the documentation. The procurement allows for potential multiple award scenarios, meaning more than one contractor could be selected based on the city's assessment of contractor capabilities. Insurance requirements are stringent, including general liability, workers' compensation, and automotive coverage with specific minimum coverage amounts. While a precise budget range is not explicitly stated, the estimated labor hours suggest a potential contract value in the range of $250,000 to $350,000 for the initial contract period.
