The Village of Croton-on-Hudson is requesting sealed bids for HVAC maintenance services across 12 village-owned facilities, with bids due August 13, 2026 at 10:00 a.m. at the Village Manager's Office.
The scope encompasses periodic preventive maintenance and emergency repair capability for 79 individual HVAC units (condensers, boilers, water heaters, and split systems) distributed across the Municipal Building, Police Department, Department of Public Works garage and workshop, three firehouses, a parking trailer, a park facility, and three pump stations. The contract term runs September 1, 2026 through May 31, 2027 (7 months for Year One), with four optional renewal years extending through May 31, 2031, contingent on Village approval and contractor agreement. All unit or lump sum prices must include labor, equipment, materials, and all incidentals necessary for completion. Monthly progress payments are made within thirty days of submission, with the Village retaining 5% as retainage until one year after final project acceptance.
Prevailing wage compliance under New York State Labor Law Article 8 is mandatory using current wage schedules (PRC# 2026021533, effective July 2026 through June 2027). Successful bidders must furnish Performance Bonds, Labor and Material Payment Bonds, and a Maintenance Bond, all equal to 100% of the contract amount and secured by surety companies licensed in New York and rated Double A or better by A.M. Best. Insurance requirements include Worker's Compensation, Disability, General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million), and Umbrella Liability ($5 million), with the Village named as Additional Insured. Contractors must register with the New York State Department of Labor pursuant to Labor Law Section 220-i and certify compliance with Iranian Energy Sector Divestment requirements under General Municipal Law 103-g.
Bid Security of 5% of the total bid amount, payable as a certified check or bid bond, must accompany all submissions. Site visits can be scheduled with Michael Esposito at (914) 271-3775, Monday through Friday between 8:00 a.m. and 3:00 p.m.
