About this opportunity
Wake County Public Schools is requesting proposals for HVAC and life-cycle replacement assessment services under RFP 251-27-155, with proposals due October 1, 2026 at 1:00 PM ET via the North Carolina eVP portal and a pre-proposal conference on September 23 at 10:00 AM in Raleigh. The district seeks a qualified firm to develop a comprehensive three-to-five-year plan translating current asset conditions, remaining useful life, operational risks, and available funding into a prioritized, costed, and executable 35-year replacement and improvement program—scope that extends well beyond a facilities condition assessment or long-range report.
The assessment must cover HVAC units, rooftop units, chillers, boilers, air-handling units, electrical distribution equipment, emergency generators, domestic water systems, roofing, building envelope, and fire/life-safety systems across the district's portfolio. Core deliverables include districtwide HVAC and asset inventory; condition and remaining useful life assessment; risk-based prioritization methodology; detailed three-to-five-year replacement plan with cost estimates by year and facility; life-cycle cost analysis; five-year financial roadmap; project packaging recommendations; maintenance improvement plans; and standard operating procedures manual. Optional deliverables include implementation and operational management services.
The contract term is one year from execution. Evaluation uses a best-value procurement method weighted as follows: understanding of HVAC/life-cycle challenges (15%), planning methodology quality (20%), K-12 portfolio experience (15%), asset prioritization methodology (10%), life-cycle cost and financial planning (10%), implementation/project execution capability (10%), maintenance improvement capability (5%), daily operations management capability (5%), proposed team qualifications (5%), and cost/price (5%).
Vendors must be registered with the North Carolina Secretary of State, carry minimum $1,000,000 professional liability insurance, and comply with E-Verify requirements. At least three references demonstrating similar services are required. Written questions are due September 24 by 1:00 PM, with responses by September 28.
Opportunity text
The intent of this solicitation is to award an Agency Specific Contract to qualified firm(s) with demonstrated expertise in K12 HVAC systems, facilities asset management, life-cycle planning, capital renewal, maintenance operations, and implementation of large-scale facility improvement programs. The primary purpose of this engagement is to develop a comprehensive three-to-five-year plan for addressing the District's HVAC needs and other critical life-cycle replacement requirements across its facilities. The district seeks more than a facilities condition assessment or long-range report. The selected firm will be expected to translate current asset conditions, remaining useful life, operational risks, maintenance history, and available funding into a prioritized, costed, and executable 35-year replacement and improvement program.
