About this opportunity

El Paso Independent School District is requesting proposals from qualified single-trade Job Order Contractors to provide HVAC conversion, replacement, repair, and maintenance services district-wide, with proposals due September 2, 2026 at 2:00 p.m. MT. A non-mandatory pre-proposal informational conference is scheduled for August 19, 2026 at 10:00 a.m. MT at the District's Procurement & School Resources office, 4900 Woodrow Bean Drive, El Paso, Texas. Questions are due August 19, 2026 at 2:00 p.m. MT.

The scope encompasses removal and installation of rooftop units, chillers, boilers, and split and packaged HVAC systems; ductwork modifications; refrigerant handling; electrical connections related to HVAC systems; building automation system integration; testing and balancing; and duct smoke detector installation across 71 schools serving approximately 48,000 students.

The District has established a maximum aggregate contract price of $90 million. The initial contract term is two years with options for up to three additional one-year renewal periods contingent on satisfactory performance. Individual task orders exceeding $500,000 require Board of Trustees approval. Pricing follows RSMeans unit pricing with a contractor-proposed coefficient multiplier applied to the local city cost index.

Contractors must carry comprehensive insurance including builder's risk, workers' compensation, general liability, and automobile liability, and may be required to provide performance and payment bonds on a per-task-order basis. All covered employees must undergo criminal history records review before work commences. Contractors must submit financial statements demonstrating responsibility and provide three references from school districts, and comply with all federal regulations including EDGAR requirements.

Evaluation criteria are purchase price (30 points), reputation (10 points), quality (20 points), meeting District needs (20 points), past District relationship (5 points), and long-term costs (15 points). Proposals scoring below 70 points are ineligible. The District reserves the right to award to multiple vendors to ensure service availability and encourages local business participation.
