About this opportunity

The Town of Thurmont, Maryland is soliciting bids on construction of a new PFAS treatment building with treatment equipment installation, plant modifications, site improvements, electrical and mechanical work, and restoration under Contract No. 10974.28, with bids due October 5, 2026 at 10:00 a.m. through the PennBid Program. A mandatory pre-bid meeting and site visit is scheduled for September 14, 2026 at 9:00 a.m. at the Owner's office.

Bidders must demonstrate experience on projects of similar size and magnitude within the Town of Thurmont or Frederick County within the past five years — a capability filter that effectively restricts competition to firms with local or regional track record. Questions from prime bidders are accepted through PennBid only until 4:00 p.m. on September 23, 2026.

The scope includes construction of a new PFAS treatment building, furnishing and installation of PFAS treatment equipment (including 120-inch diameter carbon steel vessels rated to 125 psi design pressure with maximum 15 psi system pressure drop and zero PFOA/PFOS goals), modifications to the existing plant, site improvements, electrical and mechanical construction, gravity and low-pressure wastewater sewer installation with specified joint testing and leakage standards, soil erosion and sedimentation control, and CCTV inspection of wastewater piping by NASSCO PACP-certified operators. Addendum No. 2 (posted September 2, 2026) revised contract drawings, added a Frederick County Grading Permit requirement, modified insurance specifications, and established new sections covering erosion control and wastewater sewer infrastructure.

Insurance requirements specify $2,000,000 general aggregate liability, $1,000,000 per occurrence, $1,000,000 products-completed operations aggregate, and $2,000,000 excess or umbrella liability with the Town of Thurmont and ARRO Consulting, Inc. as additional insureds. The apparent low bidder and the next two lowest bidders must submit original Bidding Documents to the Engineer within two business days of bid opening. Bids remain open for 60 days unless delayed by required governmental approvals. Bidding documents are available at https://pennbid.bonfirehub.com; reproduction and posting on websites other than PennBid is prohibited.
