About this opportunity

Humble Independent School District is requesting competitive sealed proposals for a Construction Manager-at-Risk (CMAR) through a one-step process for Humble High School Phase 3, with proposals due October 6, 2026 at 2:00 p.m. and a pre-proposal conference and site walk on September 23, 2026 at 9:00 a.m.

The scope encompasses pre-construction services—design coordination, constructability analysis, cost estimating, and construction duration scheduling—followed by construction phase services with full responsibility for project execution. The project involves demolition of the existing east classroom wing and construction of a new 2-story wing containing Career and Technical Education spaces, classrooms, science labs, and ancillary support spaces, along with interior renovations to existing facilities and site work at 1700 Wilson Road, Humble, Texas. Construction is scheduled to start October 2027 with substantial completion April 2029. The estimated construction cost is $46 million.

Performance and Payment Bonds equal to 100 percent of the total project budget are required per Texas Government Code Chapter 2253. The selected CM must maintain detailed cost information accessible to the Owner and Architect, with independent third-party audits conducted at selected intervals during construction. All project savings revert to the District upon project conclusion.

Proposers must submit a proposal bond, AIA Document A305 contractor qualification statement, detailed CMAR questionnaire responses, safety records, general conditions cost breakdown, evaluation criteria location form, conflict of interest questionnaire, and audited financial statements. The District will evaluate proposals on weighted criteria totaling 100 points: proposal price (20 points), proposer experience (30 points), quality of goods or services (20 points), personnel qualifications (20 points), references and work quality (5 points), and safety record (5 points). The project architects and engineers of record are PBK Architects, Inc., Kubala Engineers, LEAF Engineers, and DIG Engineers. Questions are due September 28, 2026 at 4:00 p.m. Submissions must be made through the District's online bidding system (Ion Wave).
