About this opportunity

The Louisiana Coastal Protection and Restoration Authority (CPRA) is soliciting sealed bids for the Humble Canal Hydrologic Restoration Project (ME-0011) in Cameron Parish, with bids due October 6, 2026 at 2:00 p.m. at the CPRA office in Baton Rouge. Contractors must hold a Louisiana Heavy Construction or Dredging license, or Specialty Classification: Coastal Restoration & Habitat Enhancement under Louisiana Revised Statutes 37:2150-2192.

The scope includes hydrologic restoration activities: barge-mounted mechanical excavation earthwork (approximately 3,600 cubic yards of cut volume), construction surveys, removal of existing structures and obstructions, and flexible revetment installation (1,225 square yards). All mechanical dredge equipment must be in satisfactory operating condition and subject to Owner or Engineer inspection throughout performance. Alternate No. 1 offers flexible revetment options: 55-lb riprap 18-inch thick or articulated concrete block mat. The contractor must furnish comprehensive Work Plans including health and safety plans, hurricane and severe storm response plans, daily progress reporting, and bi-weekly progress meetings with the Engineer prior to the pre-construction conference.

The base bid must be completed within 90 consecutive calendar days from Notice to Proceed. Compensation is structured as lump sum for mobilization/demobilization, construction surveys, and structure removal, plus unit pricing for earthwork and revetment. Liquidated damages of $1,340 per day apply for non-completion beyond the contract deadline. Bid security of 5% of the base bid and all alternates is required. The successful bidder must furnish a Performance and Payment Bond equal to 100% of the contract amount and maintain insurance as specified. Davis-Bacon prevailing wage determinations apply to all laborers and mechanics.

A non-mandatory pre-bid conference is scheduled for 1:00 p.m. on September 15, 2026, at 635 Cajundome Boulevard, Lafayette, Louisiana. Project financing contingency exists if state bonds or federal funds are required.
